Plans for an Energy Recovery and Anaerobic Digestion Facility have been refused planning permission by Leeds City Council.
The facility on Bridgewater Road, Cross Green, had been proposed by Clean Power Properties Ltd and Network Rail Ltd.
Proposals stated that the facility would have been able to produce enough green energy to power 20,000 homes, provide a heat distribution network for all future housing developments in the area, process 195,000 tonnes of waste per year and recover 30 per cent of the raw materials for recycling.
Leeds City Council rejected the plans because the facility would not have been on an allocated waste management site, and the applicants had failed to demonstrate how the proposals would utilise the nearby railway line and would affect the proposals for the planned housing development on Bridgewater Road.
